Healthy Start in Childcare Program Evaluation

The Healthy Start in Child Care program began in July 2000 as a $2 million program.  These funds were used to support Healthy Start consultants in each of Kentucky’s 56 health departments to provide consultation and training to child care centers in all of the Commonwealth's 120 counties. The potential beneficiaries of their assistance were the 2287 licensed child care centers.  While this was an ambitious undertaking for the specified amount of money; the budget cut of $1 million further challenged the ability of the program to fulfill its mission.  In an effort to maximize the benefit of the program and to prioritize the work of the available staff, three communities were invited to test a re-design of the program. 

REACH is currently conducting an evaluation of this pilot project to assist policy makers, funders, and program managers in learning about the benefits of this modified approach to supporting improved children's health in child care settings. In a broader context, REACH is also working with the administrative staff of the Healthy Start Program to understand system wide changes in the program that develop as a result of these efforts to redesign the project.
