Individuals with mental retardation or developmental disabilities who meet the requirements for residential services in an Intermediate Care Facility for persons with mental retardation (ICF/MR), who receive Medicaid and who meet other Medicaid requirements are eligible for SCL services. Currently there is a waiting list in Kentucky to receive an SCL wavier.

SCL funded services include: residential services including staffed residence, group home, family care homes, adult foster homes, community living supports, adult day training, respite, case management, supported employment, prevocational services, behavior supports, psychological services, speech therapy, occupational therapy and physical therapy. R.E.A.C.H. currently provides case management, family care homes, adult foster care homes, adult day training, and behavioral supports.
