SCL is a home and community based wavier under the Kentucky Medicaid program and was developed for Kentucky residents as an alternative to institutional care for an individual with mental retardation or developmental disabilities. SCL allows an individual to remain in the community. REACH is one of the few SCL agencies in the state of Kentucky who is approved as both an SCL provider and a foster care placement agency. This gives REACH a unique opportunity to provide permanency to individuals in the form of a long-term home for individuals, both those in foster care and those youth aging out of foster care. This allows us to provide a continuity of services to the individual which is often lacking for these individuals.
